How ECO4 Eligibility Works
The checker applies the same rules an installer will. There are three tests: a qualifying benefit or a council referral, the right EPC band for your tenure, and enough time to finish the work.
1. A benefit, or a referral
Universal Credit, Pension Credit, Housing Benefit, Income Support, income-based JSA, income-related ESA, or Child Benefit under an income limit. Without one, your council can refer you under ECO4 Flex.
2. The right EPC band
Owners need D, E, F or G. Private renters need E, F or G. Homes rated C or above don't qualify.
3. Time to finish
The work must be completed by 31 December 2026. Nothing carries over into 2027. What that means →
Child Benefit income limits
If Child Benefit is the only benefit you receive, your household income before tax has to be under the limit for your family:

You can look up your rating free on the government's EPC register. Tax credits no longer appear on the benefits list because they ended in April 2025.
